  1. 1.       Mike Leach will be working on setting up a web page.  Pictures, county website, and links will all be added.  Don will pay for out of his budget.  Nicole, Don, Mike will meet to get page up and going.
  2. 2.      Rosemary has agreed to write the EOP plans and will comment at the next meeting. 
  3. 3.      Snow storm shelters brought in over 80 people in Lakin and 8 in Deerfield.  LRC provided food that was left over from their dinner.  Donations were taken and over $130 was raised.  Money was given to the Kearny County Senior Center for the use of their building and providing supplies (coffee, cups, creamers, and facility).  The emergency shelters took over 6 staff total between Deerfield and Lakin.  Don stayed the night in Lakin and Chris in Deerfield.  Lakin would not allow pets in building, offered to call city pound, people declined.  Fred Jones was notified and has agreed to work with us on these situations.
  4. 4.      Don will be addressing each entity for their changes for Rosemary to update our EOP plan.  A deadline will be issued.
  5. 5.      Total Notify has sold to Code Red.  No new information on renewal has been issued.  2600 addresses in our total notify.  Garett Panzer has been assigned by USD 215 to put spreadsheet in of all the students, parents, board, and teachers.

  1. 1.      Elections were held. Don will be Chairman, Rosemary Co-Chair, and Nicole as Secretary.
  2. 2.      Keith Giesbrecht was unanimously voted in for voting member.  He works with the CDR (Christian Disaster Relief).  Their board has 2 members in each of their congregations.  Their members reach out to their communities.  Keith had also mentioned Operation Blessing.  These are volunteers that work with private entities.  Cathy will set up a time with Keith to help him get signed on with EMSAK.
  3. 3.      Pipeline safety meeting is February 21st from 11am to 1pm and will be held at the Memorial Building.
  4. 4.      March 12th is weather spotting at the Kearny County Library starting at 7pm.  All are welcome in Kearny County.
  5. 5.      March 21st HAZMAT awareness class.  Fire Dept. is hosting @ 7pm @ Fire house meeting room.  EMS, Fire, and Hospital will be attending. 
  6. 6.      Cots/blankets ran low when hosting the storm shelters.  Don had borrowed from EMS.  70 blankets were available at the shelters.  Don will be meeting with the county commissioners on ordering more blankets and cots.  A storage system will also be presented.  Don will keep an inventory.
  7. 7.      Mutual aid adopted with all counties in our region.  Don will present @ the next meeting, along with money from FEMA.
  8. 8.      PIO training is listed on kstrain.org.  Kevin Campbell will be representing Kearny County.
  9. 9.      Tom wants to incorporate railroads.  Don will make contacts.
  10. 10.    Emergency bags are now located at the Kearny County Hospital.  Safe zones will be set up and posted throughout hospital.
  11. 11.    Dennis Jones, Don, Randy, and Garnett will set up 7 crisis bags for our schools.  Don is looking into ordering radios for those bags.   They will be given to the Lakin, Deerfield, and Rolling Hills school.

Discussion Richard Everett –HAM Radio- Jade will be working with Richard to train another hospital employee.  Fred Jones mentioned that Brad Elliott is a HAM operator.

  1. 1.      New page is kearnycountykansas.com-LEPC- a work in progress
  2. 2.      November EOP plan is due.  Updating into new software.  Rosemary is working with Vivianne Button out of Ulysses.  Rosemary will be making contact to those whom she needs more information from.
  3. 3.      Don-bought 20 more cots (70 total), 30 more blankets (over 100 total).  Hospital reported having 7 cots. Sue offered use of them when needed.  Carts were built and placed in basement of Kearny County Senior Center to help transport from basement to upper level. 
  4. 4.      May 1st – Total Notify- is no longer operating.  Sold to Code Red.  We will be receiving contract.  Commissioners have already approved.  Weather alert is included and will send out automatic calls once signed up.  Deerfield and Lakin schools are looking into it.  $1.50 to $3.00/ student is price range.  Code Red will be added to website, once it is operating.  There is no charge for the texting , but a cost per minute if leaving voice messaging.
  5. 5.      Keith went to meeting with Don regarding EMSAK.  Meeting covered hands on situations and how to coordinate.  Keith learned how to access funding from the government.  Rosemary will be adding Keith’s group to our EOP plan.
  6. 6.      No more weather spotting.  Funds have ran out.
  7. 7.      HAZMAT class was held at the Kearny County Hospital meeting room.  Don Button was the teacher and around 40 attended.  Everyone in class passes.
  8. 8.      Schools have all been supplied with crisis bags.  Including Rolling Hills.  Blow horn, 1st aid kit, when weather radios come, schools should receive one.  Schools were very grateful.

  1. 1.      March 2013 – 40 people- attended Tabletop.  Killing/hostage (armed intruder).  A copy of Meade county’s drill. 
  2. 2.      5% less than year of Federal funds.  Maintaining and trying to finish out year.  Looking at fingerprinting machines, $50,000 in HAM radios, money to search and rescue equipment, Qualifications for badges.  Rosemary stated upgrading system is expensive.  Got to find money!  Richard Everett will into and discuss at next Pyramid meeting. 
  3. 3.      Region adopted mutual aid for every county.  Could be reimbursed if approved.  Don will get a copy to Sue to include in her plan.
  4. 4.      TEP worksheet will be put together by Don, Rosemary, and Jade to see all our training capabilities. 
  5. 5.      Don attended Senior Center to inform them of our group and took questions.

  1. 1.      Nicole had stated website is up, still working out kinks.
  2. 2.      EOP- Don was to present, but unable to attend.
  3. 3.      Dave Horner presented CODE RED.  Every contact will need to be added for it to work.  Don will be talking to each entity separate to help facilitate their use of the system.   Our county website has link to the system.  A number issued will be a local number, so more people will answer.  Schools system is a total separate system – CODE ED.  Don will notify when shelters will be open.  He will speak with Mr. Panzer (in charge of CODE ED AT LAKIN) to notify where shelters are at.  Don will get with both school systems to facilitate. 
  4. 4.      MOU’s need to be turned into Sue Stingley.
  5. 5.      Worksheets were taken off agenda.

  1. 1.      Ben Anderson presented the United Methodist Youth Ministry Program.  A grant within our community, which would allow for $150,000.  It will be a two part system.  1st year is $40,000 for a position and to start sharing data.  Once community data is collected and we can fix issues, then a reasonable program to meet the needs will be presented for remainder of the funds.
  2. 2.      Don wasn’t able to present-Done
  3. 3.      Voted to keep the same day.
  4. 4.      Sue is to put together a sign up form and release.  Will work with hospital, senior center, health department, and assisted living homes with in our community to get information attained.  Fred Jones offered to help with placement of signs for shelters to be placed in county.  Sue will keep the lists of patients.

  1. 1.      Everbridge is up and working.  Ruth Eastin had reported problems and Don will work with Sheriff’s office.
  2. 2.      Shelter signs have been approved by the commissioners.  Animal shelters still to be determined. 
  3. 3.      There will be a kickoff meeting for the grant that was issued for the hospital.  Questionnaires will be sent out to entities.  Also hospital is working on another grant.
  4. 4.      Code Red is out and is now Everbridge.  Code Ed is used in the schools.

  1. 1.      The ID cards being issued are very specific to your area of expertise.  All will need to be reported.  Don will work with each entity.  ALL STAFF will have to be issued per entity to ensure admittance.  All medical creditials must be reported with KSERV.
  2. 2.      Voted new members unanimous.  Cindy Broeckelman (City of Lakin), Benjamin Anderson (KCH), Heather Comps-Platter (KCH), Ron Jones (Fire), Peggy Calkins (Senior Center), Cheryl Keim (USD 216).
  3. 3.      A surprise party for Carolyn Henry’s retirement.  Contact Don for more information.

  1. 1.      Rosemary commented that the ESF8 and was looked over
  2. 2.      Rosemary commented the table top was well attended.  Strengths and weaknesses were communication.  Our new PIO, Kevin Campbell, was able to attend.
  3. 3.      Don commented the EOP plan needs to be spelled out, instead of abbreviated. It is difficult for Kevin Campbell to follow.

Discussion A list of trainings were listed and a list with time, dates, and places will be emailed out.  Jade did comment that there will be April 5th in Garden City.  The SW Hospital Emergency Response Team will be hosting.  The class will be taught by Matt Shaw. 

April 10th @ 7 p.m. weather spotting training will be held at the Kearny County Library.  Highly suggested more of the EM’s, news, and weather reporters attend, so all will be on same page during a storm.

February 12th @ 11 a.m. @ Kearny County Hospital classroom the Grant Task Force meeting will be held.

  1. 1.      Don has every entity almost done.  The new employees are left.  Hospital will keep their own badges to get them through disaster scene, then a new badge will be issued at check in station.

  1. 1.      Don will email Nicole with a list of all trainings to be sent out to LEPC group.
  2. 2.      The bids are out for a fully enclosed diesel mounted generator on a trailer.  This will allow for a quieter work environment and the old generator will be used as a scene light trailer, if passed by commissioners.
  3. 3.      The offices will remain the same.  Don as Chair, Rosemary as Co-Chair, Nicole as Secretary.  Voted and passed..
  4. 4.      Ben commented that a tela strobe program is being discussed, which would allow a robot to assist with medical care, such as a stroke victim, and a qualified specialist will be on the other end.  Education and training would also be part of the partnership.  
  5. 5.      SW Trauma Council had calendars to hand out
  6. 6.      Suggested meeting be posted in monthly calendar and put on local TV channel.
